Despite ongoing friction between US President Donald Trump and Ukrainian President Volodymyr Zelenskyy, Washington is coordinating with European allies on a comprehensive peace plan that outlines financial incentives and security guarantees for both Ukraine and Russia.
According to The Washington Post columnist David Ignatius, citing informed diplomatic sources, US officials have formulated a four-point package designed to halt hostilities and encourage territorial compromises.
Four Key Components of the Peace Package
1. Reconstruction and Financial Recovery
A dedicated international fund will be established with the direct involvement of the World Bank and global investment manager BlackRock. This vehicle will channel capital toward rebuilding destroyed infrastructure, compensating families of victims, and revitalizing Ukraine’s economic foundation.
2. Mutual Security Guarantees
To deter future Russian aggression, the United States and Europe plan to offer Ukraine military commitments equivalent to NATO’s Article 5 collective defense mechanism. Concurrently, broader arrangements addressing European security concerns and Moscow’s posture will be negotiated.
3. Energy Deals and Economic Integration
The proposed framework includes a pact restoring the transit of Russian oil and gas through Ukraine to European markets, with transit revenues divided between Kyiv and Moscow. In parallel, a phased timetable would be established to gradually lift international sanctions on Russia.
4. Frontline Ceasefire and Freezing
The most politically sensitive aspect of the proposal involves silencing weapons along the front line and effectively freezing the current contact line in place.
Diplomatic Track Remains Active
Although European Union officials have expressed dissatisfaction regarding Trump’s diesel arrangements with Russia, European leaders intend to maintain their engagement in the diplomatic channel led by Jared Kushner and Steven Witkoff.
