Why are AI agents flooding public services?
Public services in the UK, US, Brazil, and Germany have seen a massive rise in applications and complaints since 2022. Researcher Chris Schmitz identified this trend as AI agents flooding government systems, noting that while submission rates were previously flat, they have surged as tools like ChatGPT and Claude make it easier for people to navigate complex administrative burdens.
The scale of this trend is significant, with the UK housing ombudsman reporting complaints rising from 2,600 in 2022 to over 7,000 last year. Similarly, the US Consumer Financial Protection Bureau saw a fivefold increase in complaints over the same period. Most of these new filings come from legitimate applicants using technology to overcome bureaucratic hurdles.
Is this surge a threat to government efficiency?
While the sudden volume of requests presents a resource challenge, researchers view this as an opportunity to modernize public administration. Most new filings come from individuals who are entitled to benefits but previously struggled with the administrative burden. By redesigning these processes to be more AI-friendly, agencies could improve accessibility and efficiency for citizens who were previously unable to navigate the system effectively.
