This policy includes annual adjustments to quota quantities and duty rates to help stabilize the domestic market. The decision follows an affirmative determination by the United States International Trade Commission, which found that increased import volumes are causing serious injury to the domestic industry.

Exemptions for trading partners

The proclamation excludes imports from several trading partners, including Canada, Mexico, and Australia, based on findings that they do not contribute significantly to the injury. Additional exemptions apply to free trade agreement partners such as Colombia, Israel, Jordan, the Republic of Korea, Panama, Peru, Singapore, and CAFTA-DR countries. Certain developing countries are also excluded provided their import share remains below specific thresholds.
